On 2/5/2013 Arlington City Council approved all three gas well agenda items that trigger the rest of the wells planned at those three padsites to be administratively approved in the future (all the media outlits failed to report this-even though I mentioned it a couple of times during the public hearing)…this was the absolute last chance for a public hearing on future wells at each location once the Special Use Permit (SUP) for the drilling zone and the first well permit request was granted.

It is appalling that Chesapeake named the drill site after the nearby daycare center who has changed their name now to Children’s Network.
Points I made tonight (we only get two minutes) have been emailed to council …
NOTE when I spoke -check the archive video of Feb 5, I told council that I was giving them related emissions information* from a PIR from the GM gas well padsites to relate it to the future build out for this Rocking Horse site and later my councilman said in his blog….
“Tonight I voted against the Rocking Horse site. The reason is that Cheasepeake was being unreasonable and not behaving in accordance with the Fire Code. There are 18 posts on this string and I am shutting it down because what has needed to be said has been said. I listened to one person that actually lived in the Rocking Horse area. The rest were activists who’s agenda was to stop drill throughout the city. They had no ideas that were pertinent to the Rocking Horse Drill site…..Boy there is some “critical thinking.” (note boldfaced is my emphasis)
Gee I believe that taking the time to understand how much each storage tank vents and taking the time to PIR TCEQ FLIR emissions from an Arlington storage tank battery albeit at Lake Arlington, is a rational attempt to provide council with FACTS…um gee what part of “critical thinking” is Councilman Parker referring to?
Our industry improved Gas Drilling Ordinance also set a time limit on when someone could rescind their permission to opt out of being within 600 feet. Now lets look at the timing of how impossible it is to get a neighborhood to work on fighting future drilling if they weren’t notified because they didn’t own land within 600 feet of the new drilling zone.
1) You then have to buy a hard copy newspaper and actively seek out the public notice for advance notice (no its not on the internet if its the Star Telegram that provided the notice)…
2) If you actively seek out the upcoming P&Z agenda items and see that your padsite is up for a drilling zone SUP, then you “may” have enough time to do an Open Records Request for the map of those who signed to be within 600 feet and convince some of them to rescind their permission.
3) If you missed the P&Z agenda notification and see it on the City Council agenda, then you only have the weekend to get rescind signatures. The deadline per the new ordiance is to have it one business day (Monday) in advance of the meeting….even though the SUP will get two readings. (Such was the case with Rocking Horse in that the resend was entered into record the night of the first reading-too late so sad!)
4) If you reduced the permission below 70% of land owners to be within 600 feet, then council can still vote it in with a super majority (7 yes, 2 no vote). (In Rocking Horse case they only had 5 yes votes, but both times I reminded them they really did not have 70% during Citizen Participation-no one else can historically review that archive video as they stopped showing the Citizen Particpation footages. Doesn’t this give the impression that Citizen Participation input has no merit for public record if it wasn’t an agenda item?
Now that you’ve seen the infrared video-whats in those invisible clouds? The TCEQ has installed a (semi) permanent air monitoring station at UTA and so here is a link to show you that there is …..

Best Available Emission Control Technologies (BACT) are not being used by the driller and Arlington offcials are not enforcing the use of them either. Even if they did use (BACT) to contain hydrocarbons and VOC’s, they are not testing for chemicals in the TCEQ suma canister air samples. The state doesn’t even test for methane (leaks)…this proves that the fox is watching the hen house…and don’t look for FOX news to cover that either.
Something sad about the first SUP Rocking Horse hearing was that if you did’t live within 600 feet, some council members grilled speakers in opposition about that. Councilman Parker even blogged about that later…in a response comment he said “Secondly, were my concerns about the 4th quarter violations, and they will be resolved before further support is given at this site”. I’m so glad he kept his promise not to support this, but Cluck adding his NO vote made the deal breaker to stop this. What a good thing he’s thinking about running again for mayor…NOT! “Dr Cluck’s deciding vote to put a drill site by Daycare” now that’s a good heading…
Please email our leaders to express your disgust with them-they all unanimously approved the SUP’s second reading. No one had the balls to pull it off the consent agenda item and vote on it separately. FYI the boldfaced names were those that voted against the first well….I bet if this didn’t pass tonight….they would have brought it back to council later, and we’d be running around again trying to inform people of another meeting…

The last Arlington TX daycare that was about 300 feet from a Carrizo state owned drill site was at the YWCA on UTA campus and was relocated after five long years…I challenge the state to locate and check up on the health of the children and the workers.

*I have the youtube video of the protest under the search “Chesapeake Rocking Horse Drill Site Arlington Protest”. I showed some parents the video on my camera of how those storage tanks belch out VOC’s 24/7. They got to see what the TCEQ’s infrared video undercovered at those storage tanks at Lake Arlington (yes our drinking water source-can’ya say acid rain?). Just cause its invisible doesn’t mean its not there in your airshed ya’ll. I showed the Star Telegram reporter and the photographer the video too. So whats with the 4 cop cars at the protest? Not such a good use of city funds for a bunch of women standing on a sidewalk (that one man and his dog used the whole time we were there)? Shouting to keep moving through a loud speaker is a most pathetic way to treat active community volunteers who actually care about the health of innocent children. If the city would have sent proper notices to all parties affected and not just landowners within the 600 foot area, we wouldn’t have been out there inviting them (the parents of the daycare children) to this meeting tonight. BTW this vote for the first well under the new SUP will clear the way for the following 10 gas wells to be administratively approved with no more future public input to council…lovely new industry improved Gas Drilling Ordinance. The parents I spoke to were not aware of the meeting and some didn’t even know what those tanks were for. We didn’t see those undercover state police men like we did at the last Chesapeake meeting for this vote…why does Chesapeake have body guards for their staff? Why do you treat Arlington citizens like crimminals just because we don’t agree that drilling in urban areas is safe?
